The Fourth Judicial District Attorney Develop Accountability Based Sanctions program is a graduated sanctions and comprehensive juvenile crime prevention program which includes aspects of two components: the speaker verification technology system to provide electronic voice monitoring and electronic home detention monitoring. A multiple assessment model approach targeting first-time juvenile offenders and their families will be employed in an effort to reduce recidivism and to build career oriented skills to deter an attitude that reinforces juvenile delinquency.

This is an adolescent alternative program to incarceration of first-time juvenile offenders. Adolescent Home Detention and Sanctions were formed to address the rising number of juvenile defendants facing prosecution in an overcrowded juvenile court system.

Juveniles who meet the criteria established by the District Attorney's Office will be sentenced to in-home detention and fitted with an electronic monitoring device that is attached to their ankle. This device is placed on the juvenile by authorized personnel and cannot be removed without destroying the device, in which case the juvenile will be responsible for the replacement cost of $300.00. If the juvenile is away from his home other than time authorized for school or work, a report is generated in a central monitoring location. This report will be transmitted on a daily basis to the District Attorney's Office via the Internet, and the information is collected and stored on a computer in the D.A.'s Office. Additionally, with the use of a hand held receiver, random checks may be made by any authorized persons from up to 200 feet away from a home. The amount of time a juvenile is restricted to home detention will be determined from the criteria established by the D.A. and the Court. Failure to abide by these terms will subject the juvenile to court sanctions.
